In a significant move to overhaul tax administration and address mounting grievances regarding delayed payouts, the Finance Ministry has announced that the much-anticipated Project Insight 2.0 will officially go live on January 27, 2028. Currently under active development, this sophisticated, AI-driven mechanism is designed to fundamentally transform how the Income Tax Department evaluates returns, separating genuine, low-risk filings from suspicious or fraudulent ones with unprecedented precision.
The implementation of this upgrade has become critical against the backdrop of rising delays in tax refunds. Official data reveals that the average delay for securing an income tax refund surged to 35 days in Fiscal Year 2026 (as recorded on January 31, 2026), marking a notable increase from just 24 days in FY24. Furthermore, the volume of refunds delayed beyond the 90-day threshold witnessed a sharp spike, jumping to approximately 27 lakh cases in FY26 compared to nearly 12.73 lakh cases during the same period in FY24. Despite these processing bottlenecks, the overall volume of issued refunds remained robust, with over 3.38 crore refunds processed in FY26 as against 3.41 crore during the full fiscal of FY24.
Addressing a parliamentary panel regarding the rising backlog of refunds, the Finance Ministry outlined two primary categories of delays. The first category involves mandatory security holds that cannot be bypassed, such as assessees failing to provide validated bank accounts, unlinked PAN and Aadhaar credentials, and adjustments against outstanding tax demands. The second, more complex category stems from systemic risk flags. Specifically, the department noted a surge in large-scale claims for bogus deductions and exemptions, which necessitated rigorous manual and system validations. This verification backlog directly contributed to the higher incidence of cases exceeding the 90-day processing window, alongside other complications like high-risk return flags, prima facie adjustments, and variance analyses.
To combat these challenges, the Master Service Agreement for Project Insight 2.0 incorporates advanced technological frameworks. These include cutting-edge AI-driven risk-scoring algorithms, predictive models to forecast fraudulent refund claims, and compliance-based behavior tracking derived from historical data. Additionally, the system will feature dynamic risk scores capable of self-upgrading through machine learning based on past departmental validations.
Meanwhile, tax filing momentum continues to accelerate. During the current Assessment Year (AY) 2026-27, over 6.34 crore returns had been filed by August 15, with slightly over 6 crore verified and approximately 4.59 crore already processed. However, refund growth has remained relatively conservative. Data released by the Income Tax Department indicates that between April 1 and August 10, total refunds issued crossed ₹1.43 lakh crore, representing a modest 4 percent increase over the ₹1.38 lakh crore issued during the corresponding period of the previous fiscal year. With Project Insight 2.0 slated for a 2028 rollout, businesses, startups, and individual taxpayers alike anticipate a more streamlined, predictable, and efficient tax compliance ecosystem.
