Uttar Pradesh Launches UPCOS to Manage and Protect Outsourced Workforce

LUCKNOW — The Uttar Pradesh government on Wednesday officially launched the Uttar Pradesh Corporation for Outsource Services (UPCOS) during a ceremony held in Lucknow. Led by Chief Minister Yogi Adityanath, alongside Deputy Chief Ministers Brajesh Pathak and Keshav Prasad Maurya, the new institutional mechanism is designed to streamline recruitment, guarantee fixed salaries, and safeguard the statutory rights of contractual and outsourced workers across the state.

With this launch, Uttar Pradesh follows the precedent set by Andhra Pradesh and Haryana. Andhra Pradesh introduced the Andhra Pradesh Corporation for Outsourced Services (APCOS) in November 2019, while Haryana established the Haryana Kaushal Rozgar Nigam (HKRN) in 2021.

UPCOS will digitally integrate the management of more than 3.5 lakh outsourced workers currently engaged across various state departments. Speaking at the launch event, Chief Minister Yogi Adityanath stated that prior to 2017, outsourced personnel often faced exploitation by firms allegedly linked to political parties and their relatives. He emphasized that the state administration now views these workers as assets rather than a burden.

According to the state government, the new corporation connects the interests of approximately 17 to 20 lakh people when factoring in family members. The primary objective of UPCOS is to ensure that workers receive timely remuneration, health facilities, accident protection, and social security benefits directly, removing the need for intermediaries.

Adityanath noted that the previous recruitment framework was fragmented between employees, outsourcing agencies, and government departments, frequently compelling workers to visit multiple offices to resolve grievances. Under the new digital system, a dedicated portal will provide clear information to workers regarding their employment terms and entitlements, ensuring transparency and accountability.

The state administration highlighted that institutionalizing these protections aims to bridge economic and social disparities by assuring workers of proper remuneration for their labor and secure futures for their families.
