The National Industrial Corridor Development Corporation has launched Bihar Integrated Manufacturing City Gaya Limited as a special purpose vehicle for the Integrated Manufacturing Cluster in Gaya. During the launch, 12 MoUs covering around 300 acres were signed with proposed investments worth ₹4,200 crore.

The National Industrial Corridor Development Corporation (NICDC) has officially launched Bihar Integrated Manufacturing City Gaya Limited (BIMCGL). The formal launch was led by Bihar Chief Minister Samrat Choudhary at Bodh Gaya, alongside the curtain raiser for Bihar Business Connect 2027, according to a Ministry of Commerce & Industry statement.

BIMCGL operates as the Special Purpose Vehicle (SPV) designated to implement the Integrated Manufacturing Cluster (IMC) at Gaya. This project falls under the Amritsar–Kolkata Industrial Corridor (AKIC), which is a component of the broader National Industrial Corridor Development Programme (NICDP). Incorporated on January 6, 2025, BIMCGL is structured as a joint venture between the Bihar Industrial Area Development Authority (BIADA) and the National Industrial Corridor Development and Implementation Trust (NICDIT). Both entities hold equal equity stakes in the SPV.

The IMC Gaya project spans 1,670 acres within the Dobhi block of the Gaya district. It received central government approval on August 28, 2024, with a total approved cost of ₹1,339 crore, which includes land acquisition expenses. The project aims to draw approximately ₹16,500 crore in total investments and create employment opportunities for around 1.10 lakh people. During the launch event, 12 Memorandums of Understanding (MoUs) were signed, covering approximately 300 acres of land and representing proposed investments valued at ₹4,200 crore.

As the implementing agency, BIMCGL is tasked with managing project execution, infrastructure planning, statutory clearances, utility connectivity, and investor facilitation. Infrastructure development work is currently underway, with the Bihar government having taken possession of the entire project land. In September 2025, the central government released the first equity tranche of ₹132 crore following the transfer of 415 acres. Furthermore, project management consultants and an EPC contractor for trunk infrastructure works have already been appointed, and physical construction has commenced. A dedicated helipad is also being constructed to improve accessibility for business delegations and senior officials.

The industrial cluster is designed with comprehensive infrastructure, including internal roads, water supply, sewerage, wastewater treatment, power distribution, solid waste management, and fire safety systems. Geographically positioned near National Highways 22 and 19, with Gaya Airport located approximately 39 kilometers away, the site provides regional connectivity.

The cluster will specifically target sectors such as agro-based industries, textiles and readymade garments, furniture, handicrafts and handloom, and engineering and fabrication. The planned framework is intended to support both large manufacturers and MSMEs, encourage local entrepreneurship, and reinforce industrial value chains across the region.

"The formal launch of Bihar Integrated Manufacturing City Gaya Limited and the initial signing of ₹4,200 crore in MoUs demonstrate a structured approach to regional industrial development. By establishing an equal-stake joint venture between state and central authorities, the project creates a clear institutional framework for infrastructure execution, land acquisition, and regulatory clearances. This coordinated setup is essential for reducing project delays, supporting MSMEs, and attracting large-scale manufacturing investments to the region." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
