Russia and Ukraine have agreed to permit humanitarian aid and prepare an evacuation route for civilians in the Ukrainian city of Oleshky, according to a White House statement released on Friday.
The humanitarian arrangement is scheduled to begin on October 29. The White House credited First Lady Melania Trump with brokering the agreement.
"Residents who wish to evacuate will receive coordinated support and transportation to their preferred destination. I anticipate some will want to go to Russia, and some to Ukraine," the first lady said in a statement. The Ukrainian government did not immediately confirm the announcement.
Kremlin spokesman Dmitry Peskov welcomed the effort, stating that Melania Trump made a significant contribution to coordinating the humanitarian operation, according to Tass. State-run news services indicated the evacuation process could take several days.
The White House stated that an impartial American media organization will accompany Russian and Ukrainian officials during the operation, though further details were not provided. Ukraine has previously sought ceasefires to facilitate evacuations from the city, while Russia has previously rebuffed those efforts.
Oleshky has faced a severe humanitarian crisis since Russian forces captured the city early in the 2022 invasion. Residents have experienced critical shortages of food and medicine, alongside a lack of running water and electricity. Earlier this month, Pope Leo XIV spoke by telephone with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy, expressing deep concern over the situation and urging cooperation for food and medicine deliveries and safe evacuations.
Concurrently, tensions remain regarding communication infrastructure. Ukrainian President Volodymyr Zelenskyy stated Friday that a slowdown in SpaceX's Starlink satellite internet service, which he has attributed to the US, has not yet been fully restored. The Ukrainian military relies on Elon Musk’s Starlink service, and reduced speeds have complicated the interception of Russian projectiles.
Zelenskyy noted during an event hosted by the Washington-based Hudson Institute think tank that Secretary of State Marco Rubio had assured him unlimited speeds would be restored within 48 to 72 hours, though that restoration has not yet occurred. "We hope that SpaceX and American administration will do it, because we count on such decisions," Zelenskyy told the audience.
"Logistics, supply chains, and critical communication networks form the backbone of any large-scale operation, whether in business or in humanitarian efforts. This development highlights how geopolitical agreements and reliance on private technology infrastructure, such as satellite internet services, directly impact operational execution on the ground. For organizations navigating complex environments, maintaining reliable communication channels and stakeholder alignment remains essential for operational success." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
