Haryana has significantly reduced the time required for infrastructure site-feasibility assessments, bringing the duration down from 40-45 days to just one or two days by utilizing Geographic Information System (GIS) technology. According to a state government statement released on Thursday, this transition marks a major shift from conventional file-driven planning to integrated, technology-based decision-making under the PM GatiShakti National Master Plan.
A high-level review meeting chaired by Chief Secretary Anurag Rastogi on Wednesday revealed that the number of infrastructure projects identified, planned, or completed through PM GatiShakti has increased from nine in April to 34 in August. These projects span various sectors, including industrial infrastructure, irrigation, health, transport, power, and town planning.
Commissioner and Secretary for Industries and Commerce, Amit Kumar Agrawal, informed the meeting that Haryana secured Rank 1 among states in providing officials access to the PM GatiShakti State Master Plan portal. More than 720 officials have been onboarded, and 944 officials have received training through 244 capacity-building sessions to strengthen administrative capacity.
The integration of GIS-based tools has directly impacted project planning timelines. For proposed initiatives such as the District Civil Hospital at Hisar and the bus terminal at Matlauda in Panipat, feasibility assessment times dropped from 40-45 days to one to two days. Similarly, the Architecture Department reduced its site assessment time from 33-39 days down to one to two days.
The Irrigation Department utilized the platform to identify inter-departmental asset infringements along the Hisar-Ghaggar drain, cutting processing time from roughly 45 days to two days while achieving approximately 95 percent data accuracy during ground verification.
In industrial planning, the Haryana State Industrial and Infrastructure Development Corporation Limited developed an integrated GIS-based tool combining revenue, road, rail, forest, irrigation, power, and connectivity information. This tool is currently deployed for planning industrial model townships in Rewari, Jind, Faridabad, Ambala, Rai in Sonipat, and Saral, Naraingarh, aimed at identifying constraints early and optimizing land use.
Direct public benefit applications are also visible in Nuh, an Aspirational District, where GIS analysis of primary health centres helped identify gaps in healthcare accessibility based on population and location data.
During the review, officials noted that 61 of 82 identified infrastructure projects are now mapped on the PM GatiShakti platform, up from 40 in April. Furthermore, 22 of the 23 invited departments have completed or initiated data layer integration through APIs to maintain a common and updated infrastructure database.
