Minutes from the Reserve Bank of India's October meeting show policymakers agree that inflation warrants higher interest rates, though they differ on the extent of tightening needed. The benchmark rate was raised to 5.5%, with economists anticipating further hikes.

Minutes from the Reserve Bank of India’s October meeting reveal that policymakers agreed inflation had worsened enough to warrant higher interest rates, though they differed on how much more tightening may be needed. The six-member monetary policy committee lifted the benchmark interest rate to 5.5% earlier this month, marking its first increase in nearly four years.

Reserve Bank of India Governor Sanjay Malhotra sought to keep the path ahead data-dependent. Proposing a change of stance to 'calibrated tightening' from neutral, Malhotra stated that the extent and duration of the tightening cycle would depend on how growth and inflation evolve. This move signals that rate cuts are off the table in the near term, with future policy actions limited to a rate hike or a pause.

However, other members made a stronger case for staying ahead of inflation. Deputy Governor Poonam Gupta and Executive Director Indranil Bhattacharyya argued that policymakers should not wait for definitive evidence that price pressures are broadening, given the lagged impact of monetary policy. Gupta noted that another rate increase may be needed to keep inflation expectations anchored, with the pace and extent depending on incoming data and second-round effects.

Consumer-price growth accelerated to an almost two-year high in September, nearing the top of the RBI’s 2% to 6% tolerance band. Central bank forecasts indicate inflation will stay near current levels in the coming months. Economists at Goldman Sachs Group Inc. noted in a research note that the minutes appeared more hawkish than Governor Malhotra’s initial policy statement, with members expressing caution that supply-side shocks could broaden into persistent price pressures.

Madhavi Arora, an economist at Emkay Global Financial Services, suggested that India’s inflation-adjusted policy rate may remain negative even after the recent tightening, and expects quarter-point increases in December and February. Gaura Sengupta, an economist at IDFC First Bank, similarly expects the RBI to hike policy rates in December and February as inflation shows signs of generalization.

Conversely, two external members of the committee, Nagesh Kumar and Ram Singh, opposed the shift to a tightening stance. They argued that heightened geopolitical and trade uncertainties warranted retaining a neutral setting. Singh specifically warned that expectations of significant rate increases could undermine consumption, private investment, and corporate capital spending plans.

Additional pressure on the RBI's policy stems from a weak currency, which has made imports more expensive. The rupee has faced persistent pressure this year, though its losses have eased following recent central bank interventions. The currency extended its gains for an eighth straight session to close at 94.4460, marking its highest level since June 25.

"The debate within the RBI highlights the delicate balance central banks must maintain between controlling inflation and supporting economic growth. For businesses and entrepreneurs, a shifting interest rate cycle directly impacts capital expenditure, borrowing costs, and consumer spending patterns. Companies must factor in potential upcoming rate hikes and tighter monetary conditions when planning their financial roadmaps and corporate investments over the coming quarters." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
