The Small Industries Development Bank of India (SIDBI) and Regional Rural Banks (RRBs) are preparing to expand their existing co-lending arrangement to enhance credit availability for micro, small and medium enterprises (MSMEs) located in rural and semi-urban areas. The proposed expansion focuses on leveraging the wide geographic reach of RRBs alongside SIDBI's specialized expertise in MSME financing.
The expansion plans were discussed during a conclave of the heads of all 28 RRBs held in New Delhi. The meeting was chaired by Sanjay Lohiya, Secretary of the Department of Financial Services, and organized by SIDBI. According to government officials, the collaborative model aims to help RRBs diversify their existing loan portfolios by placing a greater focus on MSME lending, while rule engine-based underwriting is expected to safeguard asset quality.
During the conclave, discussions also centered on utilizing MSME cluster data to identify and reach a larger number of businesses efficiently. The Department of Financial Services has urged individual RRBs to establish MSME lending under the co-lending arrangement as a key performance target for their branches. Furthermore, the government highlighted the potential role of RRBs in supporting India's emerging manufacturing ecosystem and improving financial awareness among rural businesses through participation in state-led initiatives such as Rozgar Melas.
A critical component of the expanded rollout is SIDBI's Co-Lending Origination Platform. This end-to-end digital system is designed to streamline the credit process by making it entirely paperless. The platform enables loan applicants to receive in-principle sanctions quickly after submitting necessary details. Digital documentation and direct fund disbursement allow capital to reach borrowers' bank accounts without the need for physical branch visits.
A pilot programme for the co-lending arrangement has already been implemented across three RRBs, with government officials reporting encouraging initial results. Building on this foundation, SIDBI Chairman and Managing Director Manoj Mittal has called upon all RRBs to actively participate in the broader rollout to ensure the success of the expanded program.
The broader deployment of the co-lending model is expected to provide a structured channel for micro and small enterprises in smaller towns and villages to access formal institutional credit, addressing long-standing financing gaps in the rural economy.
