The Tamil Nadu government has stated that it will not permit any industrial activity that adversely affects public livelihoods or causes environmental damage. Environment and Climate Change Minister VK Rajeev made this announcement in the Assembly on Tuesday while responding to concerns regarding a proposed hydrocarbon project.
The project in question, proposed by Hindustan Oil Exploration Company Ltd (HOEC) in Cuddalore district, is estimated to cost ₹425 crore. The plan involves drilling wells approximately 18 km off the Parangipettai coast, with each well reaching a depth of around 3,000 metres.
Addressing a call-attention motion raised by legislators, Rajeev stated that the administration would not allow activities that impact fishermen or cause harm to the environment. He noted that the current DMK government had granted permission for three wells, while the previous AIADMK government had permitted one well.
The project has previously received the Terms of Reference from the Centre. It is currently under examination by the Tamil Nadu Coastal Zone Management Authority (TNCZMA) following an application submitted on June 1.
The proposed project area falls within the Coastal Regulation Zone-IVA. Farmers and environmental groups have raised concerns regarding its potential impact on the local coastal ecosystem near Parangipettai and the Pichavaram Reserve Forest, including its mangroves.
Opposition to the development has also come from political figures, including PMK President Anbumani Ramadoss, who recently warned that hydrocarbon drilling could severely affect regional fish stocks and extensive mangrove forests.
"Regulatory scrutiny and environmental compliance are critical factors for any large-scale industrial or energy project. When commercial interests intersect with ecological sensitivities and local livelihoods, projects often face prolonged clearance processes and public opposition. For businesses operating in infrastructure and natural resources, proactive stakeholder engagement and adherence to environmental guidelines are essential to navigate these regulatory hurdles successfully." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
