Tamil Nadu’s prominent industry bodies have recommended that the State's new Revenue Augmentation Committee shift its focus toward expanding the future taxable economic base, deploying AI-led administration to plug revenue leakages, and developing new non-tax revenue streams.
During a recent meeting with Committee Chairman Montek Singh Ahluwalia, representatives from various industrial sectors emphasized that technology, investment, and broader economic growth should form the core of the State's fiscal strategy. The Southern India Chamber of Commerce and Industry (SICCI) stated that overall economic growth must outpace the State's debt accumulation.
Among the specific proposals put forward, SICCI suggested leveraging 'Blue Finance' by introducing a 10-year blue bond scheme for coastal development, drawing on successful models like Seychelles. The association also recommended promoting international investment through overseas desks and leasing or developing government land, waterfronts, and urban real estate through public-private partnerships and long-term leases, estimating a potential revenue yield of ₹1–2 lakh crore.
The Tirupur Exporters Association (TEA) focused on expanding the taxable economic base within the textile sector by promoting higher-value products such as man-made fibre garments, technical textiles, recycled fibres, advanced processing, and related testing facilities. Additionally, TEA proposed the creation of a Tamil Nadu Revenue Intelligence and Analytics Platform to integrate legally available data systems and identify gaps between reported economic activity and tax liabilities.
Presenting recommendations on behalf of FICCI, representative Divya Abhishek noted that bridging the revenue deficit requires digital governance, compliance, and smarter monetization over higher tax rates. FICCI recommended using AI data-matching to target tax evasion, launching a 'Samadhan' scheme for pre-GST dispute resolution, capping commercial lease stamp duties, and implementing presence-less property registration via the CMDA's SPEED portal.
Other stakeholders suggested introducing municipal bonds, congestion pricing, smart parking levies, transit-oriented development charges, and guideline value rationalization to broaden revenue sources.
The Tamil Nadu finance department stated that these industry suggestions will be examined alongside inputs previously received from the State's various revenue-generating departments.
