JAMMU: In a decisive move to bolster agricultural productivity and accelerate rural economic development, the Union Territory of Jammu and Kashmir is rapidly scaling up its irrigation infrastructure. Centered around major Ravi basin projects and strategic policy shifts following the Indus Waters Treaty being put in abeyance after the April 2025 Pahalgam attack, the region is unlocking vital water resources that promise to transform local farming, agribusiness, and regional supply chains.
Data from the Jammu and Kashmir Economic Survey reveals a robust multi-pronged strategy. Under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), authorities have successfully executed 396 minor irrigation schemes, creating or stabilised irrigation potential covering a massive 84,720 hectares. Furthermore, an additional 151 projects completed during the 2025-26 fiscal period have stabilised irrigation across another 5,364 hectares, demonstrating the administration's commitment to water security.
Despite these strides, infrastructural bottlenecks have historically hindered optimal resource utilization. According to the Ravi-Tawi Irrigation Department, the Main Ravi Canal—one of the region's largest irrigation networks—possesses an ultimate designed potential of 54,072 hectares, yet only 23,904 hectares are currently being utilized. Similarly, the Tawi canal system operates well below its capacity, utilizing approximately 13,000 hectares against an ultimate potential of 21,480 hectares. To bridge this utilization gap, the department has proposed a substantial ₹571.83-crore modernization project aimed at revamping the Main Ravi Canal and its extensive distribution network, restoring its designed discharge capacity to 1,150 cusecs.
This infrastructural upgrade directly coincides with the imminent commissioning of the landmark Shahpur Kandi project on the Ravi River. Nearing its final stages of implementation, the Shahpur Kandi project is engineered to irrigate 32,173 hectares in Jammu and Kashmir alongside 5,000 hectares in Punjab, while simultaneously generating 206 MW of clean hydroelectric power. Compounding this developmental momentum is the phased rollout of the Ujh Multipurpose Project on a Ravi tributary. Once fully operational, the Ujh project is projected to irrigate nearly 90,000 hectares across the Kathua and Samba districts in J&K, as well as Pathankot and Gurdaspur in Punjab, while fulfilling crucial drinking water demands in Kathua.
For the broader business, startup, and entrepreneurial ecosystem, this massive infusion of capital and infrastructure into J&K’s agrarian sector creates a fertile ground for agritech innovation, supply chain modernization, and rural enterprise. As water security improves, the demand for smart farming technologies, precision agriculture, cold storage facilities, and efficient logistics networks will skyrocket.
