Polling for four Karnataka Legislative Council seats commenced on Friday morning, setting up a direct electoral contest between the ruling Congress party and the opposition BJP-JD(S) alliance. Voting began at 8 am and is scheduled to conclude at 4 pm, with the counting of votes set for October 27.
The four constituencies participating in the polls are South-East Graduates', West Graduates', North-East Teachers', and Bengaluru Teachers'. The BJP has fielded candidates in the first three constituencies, while its coalition partner, the JD(S), is contesting the Bengaluru Teachers' seat.
In the specific constituency matchups, Congress candidate Shashi Hulikunte Mutt is facing BJP's K M Suresh in the South-East Graduates' seat. For the West Graduates' constituency, Congress nominee Mohan Limbikai is competing against sitting BJP MLC S V Sankanur. In the North-East Teachers' constituency, Congress candidate Sharanappa Mattur is pitted against BJP's sitting MLC Shashil G Namoshi. Meanwhile, in the Bengaluru Teachers' constituency, Congress MLC Puttanna is contesting against JD(S) candidate A P Ranganath.
The BJP currently holds three of the four seats up for election and aims to retain them, while the JD(S) is attempting to win the Bengaluru Teachers' constituency from the Congress. The election is viewed as an assessment of whether the two opposition alliance partners can effectively transfer voter support to each other's candidates. The Bengaluru contest carries added significance because Puttanna previously switched from the JD(S) to the Congress before the last Assembly elections, and both Puttanna and Ranganath belong to the Vokkaliga community.
The Congress party is seeking to retain its lone seat while making gains across the other contested constituencies. Senior party figures, including Chief Minister D K Shivakumar and Karnataka Pradesh Congress Committee working president B K Hariprasad, have campaigned extensively across the constituencies.
Political analysts note that while the election results are not expected to directly impact the stability of the state government formed in 2023, a strong performance by the opposition alliance could provide political leverage against the ruling party. The 75-member Legislative Council currently comprises 38 Congress members, 24 from the BJP, six from the JD(S), one Independent, and Chairman Saleem Ahmed, alongside five vacant seats earmarked for government nominations. The Congress is anticipated to increase its legislative strength once these vacancies are filled, which is expected to limit the overarching impact of the current election results on the balance of power in the House.
"This election highlights how political stability and legislative dynamics influence regional economic policy and administrative sentiment. While the immediate outcome may not alter the state government's stability, the ability of political alliances to coordinate voter bases in professional constituencies like graduates and teachers offers a clear window into shifting voter sentiment. Businesses operating in the region monitor these political shifts closely as they often precede policy implementations affecting regional development and commercial environments." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
