The Asian Development Bank (ADB) has approved a loan of $139.55 million to improve urban service delivery and municipal governance in Puducherry, according to an official statement. The initiative, named the Puducherry Integrated Urban Livability Improvement Project, is designed to benefit a population of over 320,000 people.
This initiative marks the ADB's first direct engagement in the Union Territory of Puducherry. The project is structured to align with the bank's broader strategy to support Indian cities in becoming growth engines through improved infrastructure and resilience.
According to data provided by the bank, urban areas house roughly 68 percent of Puducherry's 1.8 million residents, while the region simultaneously draws more than 2.3 million tourists each year. Rapid urbanization, climate-related risks, and rising municipal demands from both residents and tourists have strained the region's infrastructure, affecting its competitiveness as an investment and tourism destination.
The newly approved funding will target critical upgrades to water supply and sanitation systems. Key technical components include upgrading 100 kilometers of the existing water supply network, laying 80 kilometers of new pipelines, constructing new overhead service reservoirs, and setting up district metered areas alongside brackish water reverse osmosis desalination plants.
In addition to water infrastructure, the project addresses sanitation needs by building 270 kilometers of underground sewer network, rehabilitating 80 kilometers of existing sewers, and establishing a new sewage treatment plant with a capacity of 50 million liters per day.
Public spaces and urban mobility will also see improvements under the project. Plans include the construction of 4.5 kilometers of disability-accessible pedestrian walkways and the rehabilitation of drainage systems using concrete lining and stabilization. These measures are intended to enhance pedestrian safety, mitigate flooding, and reduce the impact of extreme weather events.
Beyond physical infrastructure, a portion of the project focuses on strengthening the municipal government's institutional capacity and financial sustainability. Measures include implementing efficient revenue collection methods, upgrading financial management systems, deploying a digital municipal service management platform, and establishing integrated planning for water security and inclusive sanitation.
Mio Oka, ADB Country Director for India, noted that the project is designed to transform the city into a more livable, resilient, and tourism-friendly growth hub. The initiative complements the ADB's wider support for urban transformation across India, which includes the Urban Challenge Fund and ongoing advisory work related to city redevelopment and sustainable services.
"The allocation of $139.55 million by the Asian Development Bank to Puducherry highlights the critical need for robust municipal infrastructure in regional growth hubs. For businesses, entrepreneurs, and the local tourism sector, reliable water supply, modern sanitation, and effective urban planning are essential to sustaining long-term economic activity. Upgrading these foundational services not only improves the overall quality of life for residents but also creates a predictable, resilient environment that attracts private investment and boosts commercial viability in tier-2 and tier-3 tourist destinations." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
