The Finance Ministry has clarified that all due processes were followed in the strategic restructuring of IDBI Bank. Finance Minister Nirmala Sitharaman reiterated this position following questions raised regarding the disinvestment process of the bank.
The response came after the Leader of Opposition, Rahul Gandhi, wrote an open letter to IDBI employees questioning the sale of the bank to Fairfax and noting that the institution had turned around to earn a profit of over ₹9,000 crore last year after previously experiencing losses.
In response, Sitharaman stated on social media that the government revived IDBI Bank through professionalism, prudence, and a recapitalisation of more than ₹25,000 crore. She added that the bank is now positioned for its next phase of growth following strategic restructuring executed through due process.
Addressing the background of the bank's financial health, the Finance Minister remarked that IDBI Bank was previously in poor shape and burdened by loans extended to large business groups connected to opposition leaders, citing entities such as Videocon, Winsome, ABG Shipyard, and Kingfisher. Following capital infusion by the NDA government, the bank underwent strategic restructuring.
The Department of Investment and Public Asset Management (DIPAM) also provided clarifications regarding the bidding process for the bank's disinvestment. DIPAM stated that the second round of bidding was conducted under a procedure determined by the Core Group of Secretaries on Disinvestment (CGD), which is empowered to decide on procedural issues.
According to DIPAM, the initial round of bidding took place in the financial year 2025-26 but was not approved, leading to its cessation. The department noted that the reserve price was neither reduced nor increased for the subsequent round, which is also referred to as the best offer round.
Explaining the valuation mechanism, DIPAM stated that independent valuation agencies are engaged to assess the fair value of the bank. This assessment serves as a comparator to determine the reasonableness of submitted bids, meaning the bid-discovered price and the comparative valuation can fall above or below each other.
"The ongoing discussions around IDBI Bank highlight the complexities involved in public sector bank disinvestments and strategic restructuring. From a business and economic perspective, transparency in valuation methodologies and adherence to laid-down procedural frameworks by bodies like DIPAM are crucial to maintaining market confidence. As the bank transitions into its next growth phase following capital infusion and financial turnaround, stakeholders will closely watch how governance and operational strategies evolve." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
