The Union Health Ministry has tightened regulations governing the import of pharmaceutical products into India. According to a recent notification, imported drugs must now possess at least one year of remaining shelf life at the time of entry into the country.
Under the amendment to Rule 31 of the Drugs Rules, 1945, the licensing authority is explicitly restricted from allowing the import of any drug with less than one year of residual shelf life as of the import date. A distinct threshold has been established for biological drugs and radiopharmaceuticals, which are permitted to be imported if they retain at least sixty percent of their labelled shelf life.
The policy change is designed to ensure that pharmaceutical products entering the Indian market maintain sufficient usable lifespan, thereby minimizing the likelihood of near-expiry medications entering the domestic supply chain.
Furthermore, the government anticipates that the updated regulations will lead to better utilization of pharmaceutical inventories. By addressing restrictive residual shelf-life requirements, the amendment aims to curb avoidable medicine wastage, optimize overall supply management, reduce operational costs, and reinforce the consistent availability of essential medicines nationwide.
The finalization of these rules follows a period where the central government invited and reviewed objections and suggestions from the public and various industry stakeholders before officially implementing the amendment.
"This regulatory update brings much-needed clarity and standardization to the pharmaceutical import sector. By setting a definitive one-year minimum shelf life and distinct guidelines for biological drugs, the government is taking a practical step toward supply chain efficiency and patient safety. For businesses operating in this space, optimizing inventory management and closely tracking product lifecycles will be critical to staying compliant and avoiding unnecessary supply bottlenecks." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
