The Union Cabinet has approved a financial allocation of ₹7,395 crore for the Pradhan Mantri Viksit Gram Swaraj Yojana. Union Minister Ashwini Vaishnaw stated that the scheme aims to shift the focus toward local-level capacity building, planning, and financial self-reliance for panchayats.

The Union Cabinet has approved an allocation of ₹7,395 crore for the Pradhan Mantri Viksit Gram Swaraj Yojana, aimed at strengthening the capacity and financial independence of rural local bodies.

Union Minister Ashwini Vaishnaw announced the approval on Wednesday, describing the initiative as a paradigm shift from traditional prescription-based welfare schemes to a decentralized model. According to the government, the framework is designed to focus heavily on local-level capacity building, grassroots planning, and enhancing the overall functioning of panchayats.

Under the newly approved scheme, panchayats will be equipped to identify their specific local resources and constraints. This localized approach is intended to enable elected representatives to formulate and execute development plans tailored directly to community needs rather than relying on top-down directives.

A core component of the program involves the capacity-building of elected representatives. The initiative will provide both general and specialized training modules designed to improve governance capabilities, administrative efficiency, and institutional functioning at the grassroots level.

In addition to administrative training, the scheme focuses on financial empowerment. It aims to achieve this through the improved utilization of Finance Commission grants alongside the active mobilization of own-source revenue by local bodies, ultimately driving long-term financial self-reliance.

"The allocation of ₹7,395 crore toward the Pradhan Mantri Viksit Gram Swaraj Yojana marks an important step toward decentralized governance and financial self-reliance at the grassroots level. By focusing on capacity-building and localized planning, this initiative creates a structured framework for rural institutions to manage resources more effectively. For businesses and entrepreneurs looking at rural markets, empowered panchayats could translate to better-planned infrastructure, improved local economic activity, and clearer pathways for public-private collaboration in tier-3 and tier-4 regions." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
