Four years after the introduction of the Agnipath scheme for military recruitment, the Union Cabinet has announced a major policy shift affecting non-officer personnel in the tri-services. The decision comes just weeks before the first batch of 18,000 Agniveers is scheduled to complete its initial four-year tenure.
Under the revised framework, 25 per cent of Agniveers will be offered regular employment based on individual consent and official performance assessments. Furthermore, the government has introduced a second engagement period, offering willing personnel from the remaining 75 per cent an additional two-year extension. Subsequent to this extended period, all Agniveers who fit the selection criteria will be given the opportunity to become permanent soldiers.
Chief of Defence Staff (CDS) Gen N S Raja Subramani announced the changes alongside Information and Broadcasting Minister Ashwini Vaishnaw following approval from the Centre. Defence Minister Rajnath Singh described the decision as part of long-term structural reforms aimed at building a younger, fitter, and technologically equipped military. Singh noted that the second tour of duty and subsequent enrolment provisions will help align the aspirations of soldiers with organizational requirements.
According to the Ministry of Defence (MoD), the second engagement period will feature higher remuneration, an enhanced Seva Nidhi package, and seniority benefits. The Ministry stated that the decision was based on an objective assessment of organizational requirements, operational efficiency, and the performance of Agniveers in terms of skills, physical fitness, and technological prowess.
Presently, over 300,000 Agniveers have been recruited across the Army, Air Force, and Navy. The MoD highlighted several achievements of the Agnipath scheme since its inception in June 2022, including the opening of various defence branches to women, an increased recruitment footprint across districts, and a more standardized and transparent induction process. The MoD confirmed that the Agnipath recruitment route for non-officer personnel will continue under the updated framework.
"This structural policy shift in the Agnipath scheme addresses critical workforce retention and career progression concerns for young recruits. By introducing a structured extension and clearer pathways to permanent employment, the administration is balancing operational efficiency with long-term talent management in the defence sector. For organizations and policymakers alike, providing clear growth trajectories and enhanced benefits is essential for maintaining high motivation and performance standards in large-scale workforce models." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
