Over the past three years, a grassroots experiment involving 1,700 farmers across villages in Bundelkhand has demonstrated practical links between water conservation and sustainable agriculture. The farmers have utilized nutrient-rich silt excavated during the rejuvenation of traditional waterbodies to improve soil quality on their fields.
Despite receiving nearly 1,000 mm of annual rainfall, Bundelkhand remains one of India's most water-stressed regions due to erratic rainfall, dry spells, and the historical neglect of traditional water structures like the Chandelkalein and Bundelkalein talabs. Many smallholder farmers in the area rely on rainfed agriculture, which often limits their ability to harvest a second crop.
The initiative was initially sparked by a project led by NITI Aayog across select districts in the region. Through district administrations and local NGOs, farmers were mobilized to transport the excavated silt—referred to locally as "black gold"—to their agricultural land. This water conservation effort subsequently yielded agricultural advantages by improving soil composition.
To further support the transition, farmers utilized inputs such as Jeevamrut and Beejamrut, which were supplied by women-led Bio-Input Resource Centres alongside indigenous seeds from local seed banks. Together, these interventions aim to enhance farm productivity and build resilience against unpredictable weather patterns.
This regional experience aligns with broader national figures. The Ministry of Jal Shakti’s census indicates that India possesses more than 24 lakh waterbodies, many of which have experienced years of neglect and silt accumulation. Simultaneously, national agriculture remains heavily reliant on purchased inputs, with the cost to the exchequer projected at ₹3.5 lakh crore for the current year.
Analysts note that integrating waterbody rejuvenation with soil restoration could address decentralized water security while fostering local enterprises and supporting climate-resilient farming practices. Existing national and state schemes, such as Mission Amrit Sarovar and Maharashtra's Galmukt Dharan, Galyukt Shivar (GDGS), operate with overlapping objectives related to water resource restoration and sustainable agriculture adoption.
The model also presents fiscal implications for state governments seeking to strengthen rural resilience under resource constraints. When farmers voluntarily transport silt to improve their land, recurring public desilting costs are reduced. Additionally, engaging rural entrepreneurs can help revitalize local economies and decrease reliance on distant supply chains by utilizing existing infrastructure through local ownership and convergence.
