The Haryana government has secured Memorandums of Understanding (MoUs) worth ₹66,000 crore with various companies during the second day of the 'Happening Haryana 2.0' international outreach campaign in Mumbai. Chief Minister Nayab Singh Saini pitched the state as a strategic partnership built around scale, speed, policy certainty, and shared prosperity rather than just land, incentives, and approvals.
Addressing Consuls General, industry leaders, and representatives from Mumbai's financial and corporate sectors, Saini emphasized that his administration focuses on project movement rather than file movement. He also highlighted the formation of an industry-worker friendship council to handle rights issues and industrial disputes.
During his address, Saini noted that Haryana contributes approximately 3.6 percent to the national economy despite accounting for only about 1.3 percent of the country's geographical area. The state has developed into a major hub for automobiles, agro-industries, engineering, electronics, logistics, IT services, and corporate activities.
Highlighting previous commitments, the Chief Minister stated that MoUs worth ₹1.10 lakh crore were recently signed during an Industry Policy launch program in Gurugram. According to the government release, land has already been provided to 108 out of the 123 companies that signed those agreements, emphasizing that the state views MoUs as symbols of commitment.
To drive future industrial growth, the state plans to develop new growth nodes by integrating district-specific clusters with land, skills, and connectivity across four regions. North Haryana will focus on food processing, pharmaceuticals, scientific instruments, and logistics. Central Haryana will concentrate on engineering, textiles, automobiles, and warehousing. South Haryana is designated for IT, electronics, e-mobility, global capability centres (GCCs), and advanced manufacturing, while western Haryana will focus on agro-industry, renewable energy, textiles, and export-oriented units.
Looking toward long-term development, the state has prepared the 'Haryana Vision Document-2047' in alignment with national goals. The economic strategy aims to scale the state's economy beyond $1 trillion, increase per capita income, boost youth employability, enhance women's economic participation, and involve every district in the development process.
"The aggressive outreach by state governments, backed by structured regional clustering for sectors like IT, electronics, and startups, creates a predictable business environment. For founders and investors, clear policy certainty, rapid land allocation, and targeted infrastructure reduce execution risk and accelerate time-to-market. Haryana's focus on decentralized growth nodes across districts signals a maturing industrial policy that directly benefits regional enterprise expansion." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
