The emergence of a new sap-sucking pest attacking poplar and willow trees in Kashmir has renewed concerns among farmers and researchers regarding agricultural quarantine procedures. This follows previous challenges with the apple leaf miner, which has increased production costs for local growers.

Farmers and agricultural scientists in Kashmir have raised concerns over the arrival of a new pest identified as Drosicha turkistanica, highlighting growing vulnerabilities in the region's quarantine protocols for imported plant material.

According to Bashir Ahmad Rather, a professor at the Mountain Research Centre for Field Crops (MRCFC) in Khudwani, the sap-sucking insect weakens trees and can cause them to wither during severe infestations. The pest, which is new to the region, has thus far been reported in parts of southern Kashmir, including Kulgam and Arwani.

Local farmers note that poplar and willow cultivation serves as an important source of income for residents in the area. However, researchers point out that the lack of proper quarantine enforcement has facilitated the introduction of such pests into the Valley.

This development follows earlier challenges involving the apple leaf miner, a pest that was initially reported in Shopian and subsequently spread to other apple-growing districts. Farmers noted that the arrival of the leaf miner coincided with the expansion of high-density apple cultivation, which involved importing planting material and varieties from countries such as Italy and the United States.

Tariq Ahmad, an apple farmer from Shopian, stated that inadequate compliance with standard operating procedures and quarantine safeguards by private distributors has contributed to the entry of these pests. According to growers, the leaf miner has increased production costs by necessitating additional pesticide applications, while also resulting in the loss of tonnes of quality fruit annually.

Experts suggest that these incidents reflect a broader structural challenge facing Kashmir's horticulture and tree-plantation economy: balancing the need for access to improved planting material with the imperative to prevent the introduction of foreign pests and diseases.

Agricultural researchers maintain that stronger quarantine procedures and rigorous monitoring of plant material entering the region are essential to mitigate long-term risks to productivity and to prevent further escalation of cultivation costs for local farmers.
