The Bharatiya Janata Party (BJP) announced on Wednesday that Union Petroleum and Natural Gas Minister Hardeep Singh Puri will be its candidate for the Rajya Sabha by-election from Madhya Pradesh. The decision follows the party's earlier omission of Puri from its candidate list for the recent Rajya Sabha elections in Uttar Pradesh.
The BJP’s Central Election Committee cleared Puri’s candidature through an official press release issued on Wednesday. The bypoll is scheduled for November 12 and was triggered by the resignation of former Union Minister of State L Murugan. Murugan stepped down from both the Rajya Sabha and the Union Council of Ministers on October 14, stating an intent to focus on strengthening the party apparatus in Tamil Nadu. His previous term from Madhya Pradesh was originally scheduled to conclude in April 2030.
Puri, aged 74, has served as a Rajya Sabha member representing Uttar Pradesh since November 2020, after an earlier stint starting in 2018. His current parliamentary term is set to expire on November 25. The BJP's initial decision not to renominate him from Uttar Pradesh earlier in the month had drawn attention regarding his tenure in the Union Cabinet. Under constitutional rules, a minister who is not a member of either House of Parliament cannot retain a position in the Council of Ministers for more than six consecutive months.
Earlier on October 5, the BJP declared eight candidates for the Uttar Pradesh Rajya Sabha elections, introducing new faces and replacing all eight outgoing members. That selection strategy aligned with the party's emphasis on caste and regional balancing, alongside preparations for the 2027 Uttar Pradesh Assembly elections. The latest nomination from Madhya Pradesh secures an alternative route back to the Upper House for the Union Minister.
"From a governance and leadership perspective, continuity in key ministerial portfolios is critical for executing long-term public sector policies and strategic infrastructure projects. This nomination ensures that administrative stability is maintained within the petroleum and natural gas sector by allowing the incumbent minister to retain his parliamentary membership without disruption. In governance, as in business, securing regulatory and leadership continuity during transitions is essential for steady operational execution." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
