The Delhi government is currently considering a revision of circle rates for agricultural land across the national capital. Official valuations for agricultural land have remained unchanged since 2008, and the proposed changes are being examined jointly by the Centre and the Delhi government.
According to sources familiar with the matter, proposals recommend circle rates of up to Rs 5 crore per acre in specific districts. The revision aims to align official land valuations with prevailing market prices. This adjustment is expected to have implications for land transactions, property development, and urban expansion initiatives outlined under the Master Plan for Delhi-2047.
The proposed rates were discussed in detail during a recent meeting involving the Union Housing and Urban Affairs Ministry and the Delhi government. This legislative and administrative exercise follows a public consultation initiated through a notice issued on October 1, 2025. Earlier, a committee was formed in July to examine gaps in the existing valuation framework and recommend necessary changes.
Currently, the indicative circle rate for agricultural land stands at Rs 53 lakh per acre, while land situated in floodplain areas is valued at Rs 17.6 lakh per acre.
Under the new proposals, agricultural land circle rates vary by district. Rates could be fixed at Rs 5 crore per acre in the South and New Delhi districts, and Rs 3.5 crore per acre in the South-West district. The North, West, North-West, and South-East districts have proposed rates of Rs 3 crore per acre. Meanwhile, Central Delhi has recommended a rate of Rs 2.5 crore per acre, and Shahdara, North-East, and East districts have proposed Rs 2.2 crore per acre.
The committee’s examination of historical transactions revealed significant variations in market prices across different localities and land categories within the districts. For instance, market rates in South Delhi reportedly range from Rs 1.5 crore to Rs 10 crore per acre, with higher values observed in areas like Chhattarpur and the farmhouse belt. In Najafgarh, prices range from Rs 3 crore to Rs 10 crore per acre, while green-belt and rural land are valued between Rs 2 crore and Rs 8 crore. In the New Delhi district, market rates reportedly range from Rs 1.5 crore to Rs 18 crore per acre, reflecting location-specific variations and property categories.
"Revising circle rates that have remained static since 2008 is a necessary step to bridge the gap between official valuations and actual market realities in Delhi. For businesses, developers, and entrepreneurs operating in the real estate and infrastructure sectors, aligning these valuations with current market prices will bring greater transparency to land transactions. However, stakeholders must carefully evaluate how these upward revisions will impact capital allocation, land acquisition costs, and long-term urban development plans under the Master Plan for Delhi-2047." — Dr. Shishir Gupta, Founder & CEO, StartupLanes
